馬祖設博弈特區 福建拒配合

     福建省台灣事務辦公室20日代表福州市政府發表聲明指出,有關台灣方面要在馬祖建立博弈特區一事,「我們不可能與之配合」,語氣非常強硬。這是台灣單方面熱衷在馬祖建立博弈特區以來,大陸首次直接表態。

     馬祖連江縣去年通過博弈公投,各界人士都以為,大陸福建省民可以隨時到金、馬、澎等離島自由行,若結合鄰近福建省福州市的旅遊資源,大陸旅客可以到福州旅遊,然後辦個證件,搭25分鐘的船,即可從福州市到連江縣賭博。

     大陸依法禁止賭博

     但福州市方面昨天措詞嚴正,明確指出,「2月20日,福州市有關部門負責人就馬祖建立博弈特區一事明確表態,我們的法律是禁止大陸居民賭博的,如果馬祖開設這樣的特別項目,我們不可能與之合作和配合,並將依法禁止我們的居民前往參賭。」

     2012年7月7日,馬祖連江縣舉辦全民公投,全縣以1795票通過開放博弈之後,大陸方面即很不爽。

     台博弈條款未通過

     福建省政府官員私底下跟台灣朋友說過很多次,「馬祖島離台灣遠,離福建近,你們擺明了要靠大陸人去賭。」

     馬祖通過博弈公投,但立法院的博弈條款尚未通過,馬祖籍立法委員陳雪生態度積極,他曾經強調,個人反對賭博,但博弈不見得全是負面;新加坡也開放博弈,帶來觀光商機;何況馬祖是離島,過去沒有什麼建設,有博弈後,居民可以有就業機會,政府可以有稅收。

     連江縣縣長楊綏生也贊同博弈,但楊綏生與陳雪生年年元宵節都要到福州市馬尾區參加「兩馬鬧元宵」活動,2012年楊綏生還將縣長座車開上福州,雙方關係融洽。現在福州市突然發布這個強硬聲明,再過幾天就是元宵,雙方碰面可能會有點尷尬。

Taiwan's premier rules out more casino zones in Taiwan, for now

    Taiwan's premier Jiang Yi-huah said Tuesday that the country at present only allows special casino zones on its outlying islands for legal reasons and that broad consensus is needed before such zones could be established on Taiwan proper.

    Jiang said an idea proposed by Hon Hai (which trades as Foxconn) Chairman Terry Gou a day earlier to develop a casino industry in New Taipei or other parts of northern Taiwan is not possible because gambling on the main island is prohibited under the law.

    The outlying islands are exempt from this ban thanks to the Offshore Islands Development Act Revised in 2009, which allows residents to decide through referenda whether to allow casinos on their islands.

    According to Gou, one of the country's wealthiest tycoons, Taiwan should follow the example of Las Vegas and set up a special casino area with convention and exhibition facilities in the Danshuei district of New Taipei to boost the economy.

    Gou's idea was welcomed by Weidner Resorts, the developer that has been planning on building a casino resort on Matsu -- the Taiwan-held small island chain just 16 kilometers off the coast of the city of Fuzhou in China.

    Julia Lee, vice president of Weidner's Taiwan Development, said the establishment of such complex in New Taipei would not squeeze the gambling market for the outlying islands.

    She said Gou's comments will help encourage the government to consider broadening the casino industry.
